Transfer Domain Names

Question 1:
Can anyone out there transfer a domain name from Network Solutions to
the OpenSRS for me. If so, what is the charge, and, how long does it take?

Question 2:
If I establish a website on the domain name after it is transferred, does the
host have to be registered as a member of the OpenSRS?
