This occures if you are using register.cgi for your registrations instead
of reg_system.cgi
register.cgi is a low key minimal functionality program that allows raw
domain registrations. It has no hooks for CC processing, nor does it
speak to the Reseller Interface for Tech Contact information, hence
bypassing the "Process this order immediately" switch.
If you wish to pend your orders, use reg_system.cgi
