Well thats easy enough...Its the "not invented here!" syndrome.

I've seen programmers do that my entire career. That being the case, it is
a lot of times justified from that person's perspective since comfort level
with code is very important. It is easier for most programmers to rewrite
something from scratch than it is to grok someone else's code and
architecture...not the most efficient method of doing things but you
certainly learn more!
