On list, so people know that NIC France enforces the overlap of the
effecive ".com" commercial namespace with the .fr subdomain. To get a .fr
subdomain, you have prove who you are are personally with hardcopy evidence
as someone qualified to speak for the registrant, prove your French
corporation (with certified copies of articles of incorporation, that there
is no conflict with French trademark or other corp (France NIC will do the
trademark search with the French trademark office), and the .fr will only
be delegated to NSs operated by ISPs in France registered/paid up with NIC
France. Re-delegation follows the same rules, and is more expensive than
initial delegation. The process is so onerous in hours that many French
ISPs refuse to lose their time (not sufficiently compensated by the margin
on the registration fee) selling .fr subdomains, and encourage French
companies to use .com. The process may have lightened up a little bit
(anybody ever hear of national redtape or fees being reduced?), but that's
the way it was in 2000.
