Well... Always, actually -- The registrar will sometimes use this as
justification to block the transfer, but it's a registrar imposed
restriction, not a registry imposed restriction.
OpenSRS doesn't allow transfers of expired domains by default, but the
RSP can unlock it and allow the transfer.
