There is no problem with this process. However, now take the next step.
Make some changes to the domain in manage.cgi. Then go back to the reseller
interface and view the "completed" domain. The changes made in manage.cgi
do not appear in the reseller interface. Then make some changes in the
reseller interface--to do so, you need to change the status to pending.
Make your changes and set the status back to completed. Go into manage.cgi,
and the changes from the reseller interface do not appear.

In Tom's e-mail, I take it that changes in manage.cgi should be visible in
the reseller interface and changes in the reseller interface should be
visible in manage.cgi
