I think I figure out what is happening...
There are two databases, the "orders" database and the "active
domains" database.
manage.cgi uses the "active domains" database.
Thr reseller admin interface uses the "orders" database when viewing
"pending" or "completed" orders. It uses the "active domains" database
when you "view active domains".

You can change the status of "completed orders" back to "pending" and
then edit these "orders" via the "view pending orders" option. I have no
idea what this would be useful for as you are only working with the
"orders" database. Any changes here will (as for as I can tell) only
effect the "orders" database data. The changes will not flow into the
"active domains" database.
The only way to change data in the "active domains" database is via
manage.cgi.
Problem solved. I just wish that the OpenSRS staff will post more
documentation about the operation of and interaction between all of the
interfaces so we won't have to guess and try to figure it out ourselves.
