provides the option to download opensrs-client-pre-2.0-1.9.6b.tar.gz.

So, if I read you right:
1) opensrs-client-pre-2.0-1.9.6b.tar.gz contains
the version 1.9.6 that you say that it is
necessary to upgrade to, and
2) this version does require these perl modules
in order to work at all.
That being the case, I need to turn my attention to how to install these
libraries and need not currently spend any more time trying to figure
out how the OpenSRS system works.
