Simple changes to reg_system.cgi

I have made a few changes to the reg_system.cgi and other associated files
if anyone want them. I'm not sure where I should send these changes so
everyone can get a copy of them if they want them. Here is what I did.

1.....Added the option for checks to forms of payment so you don't have to
have a credit card. If you tell it to test for credit card it will still do
that but won't complain about the credit card number if you select check as
the payment method.

2.....Added support for instant notification of a new domain registration.
It now has the toggleable option to send an ICQ message to anyone to let you
know to check your mail for new registrations. You have the option of
turning this on or off from the OpenSRS.conf file just like testing for the
credit card check and other things. There is also a icq.txt file that will
allow you to customize the message that you get via ICQ as well.

I have also added to my web site a script that will allow you to query the
whois databases correctly so you can see the full detail record for each
domain no matter what registrar they used to register the domain. This is a
Perl script that should work fine under any operating system, but I use
Linux here myself. This script I found and is licensed under the GPL as
well.

To Do:
1...........I want to add support the script for checking for domains in the
all the currently supported TLDs (.com, .net, .org) soon.

2...........Since there is the batch submit option I want to support that as
well so if someone wants to register acme.com, acme.net, and acme.org they
can do it by filling out a single form.

3...........I also want to add the option to use the default technical
contact and DNS servers (which is does now) or uncheck it and fill in all
your own information to allow registrations for anyone anywhere in the world
not just our customers.

4...........I want to add support credit card support for Unix ICVerify,
Hell's Kitchen CCVS (http://www.hks.net), OpenCCVS
(http://www.blackholesun.com/occvs/), CyberCash, Authorize.net. I suppose
that for the NT side that PC-MAPPS, ICVerify and a few others should be
supported, at least on the export to them. I'm not sure if all of those NT
programs can run in unattended mode.

Further down the road I would think that some of the ISP Billing and
accounting packages would want/need to be supported as well.
