Re: hostmaster@internic.net/Network Solutions Pre-payment Requirement
In accordance with the ICANN accreditation guidelines and their contracts
with the US Department of Commerce, Network Solutions, and all other
accredited registrars are required to "..not activate any SLD registration
unless and until it is satisfied that it has received payment of its
registration fee. For this purpose, a charge to a credit card or other
mechanism providing a reasonable assurance of payment shall be
sufficient."
Network Solutions has recently made it clear that they intend to fully
comply with this issue "sometime mid-January".
As a by product of this compliance, they will no longer be honoring
registrations sent to "hostmaster@internic.net". To accomodate larger
resellers, Premier Partner program participants and Business Acount
Program Participants, they are arranging net payment terms and alternative
email template interfaces.
*All individuals and firms that have not made prior arrangements with
Network Solutions will be unable to process domain registrations via
hostmaster@internic.net after their cut-over.* According to NSI's website,
these arrangements can take place in as little as five to seven business
days assuming that certain minimum business requirements can be met.
We anticipate that this may disrupt the business of reselling firms and
individuals that were not aware of these new requirements. As a result, we
are in the process of making arrangements for OpenSRS resellers to process
registrations using our manual interfaces prior to actually completing
their client/server software code integration.

If you are in doubt as to whether or not you will be able to continue to
process domain registrations with Network Solutions after this cut-over,
we recommend that you contact Network Solutions directly.
As a side note, it is important to note that it is these same guidelines
that require OpenSRS to use our Registration Credit Unit system as opposed
to the more commonly accepted "register now, bill later" format that has
been so popular until recently.
