It seems clear that most people don't understand the problem. ;-}

A specification is a codified definition of the requirements. It provides
a basis for work to be measured against:

1. It provides the necessary operations and data structures for a
programmer to code against.

2. It provides the Q/A team the definition against which to test.

It simply isn't possible to determine that software functions properly
without a specification. The specification is the definition of "properly".

In any case, it clearly seems to be a moot point in this group. If we ever
recode this into C++ as planned, the very first step will be to deconstruct
the PERL code into a specification document. We'll publish that. On the
other hand, we have the Perl patched enough to work well in our environment
and this isn't our biggest priority. So don't count on us for timeliness.
