GnuPG patch for reg_system.cgi (pre2.0-1.9.7)

A patch for reg_system.cgi that adds GnuPG encryption to your Admin email
notifications. Provides a secure mechanism for transmitting (and storing)
your clients CC numbers.

Requirements:
    gpg (GnuPG) 1.0.0 or better: http://www.gnupg.org/
    GnuPG.pm v0.04 or better : http://indev.insu.com/GnuPG/

    Some flavor of *Nix. (NO, this will NOT work on NT boxen)

    Recommended: Apache w/SuExec installed.

Released under the same terms as the original opensrs Client package,
including of course, the lack of any warranty or support what-so-ever.
