I may be wrong, but as I interpret it, were the server to upgrade from
Crypt::CBC 1.20 to 1.22 or newer, they would be able to decrypt what
non-upgraded client sites send, but the clients would not be able to
decrypt the responces.

I'd love to be shown wrong on this front....
