Only the registry data is left alone. Ie, the nameservers.
All the rest of the data is at the registrar level and changes to
whatever put in the forms at the time of transfer request.
If you don;t what new reg's to fill in their own tech, but want xfers
to be able to, you can edit reg_system to force that option on for xfers
while honoring the setting in OpenSRS.conf for new reg's.
