During the transfer of a domain from one registrar to another the DNS remains unchanged. You can make changes before the transfer or after the same via the manage interface.

The site undergoes no downtime during a registrar to registrar transfer.

It's my understanding a transfer using reg_system.cgi would use the RSP's
assigned (the default) DNS (since there's no place to enter a DNS) and once
the domain is transferred the owner of the domain can manage.cgi and change
the DNS to whatever he/she wants .... Don't take take this as gospel though.
