In short, no you do not have to fill out an HST form. Since the domain
resides on a registry other than NSI (i.e. OpenSRS), we are responsible
for the maintainance and notification to the root of DNS servers (and
changes).
And as Bob mentioned, you can do this all with the latest client code, it
is also usable in v1.9.7 of the codebase, if you already have that at your
disposal.
Either way, we suggest everyone eventually upgrades to the latest code :)
