Is it possible to install Perl modules "locally" on WindowsNT?

For example, lets say I am hosting my website and it is on a shared server.
I have ftp access to the site, and want to install OpenSRS.

I've read the fantastic documentation at http://www.atlcon.net/opensrs/
however was unable to find out if Perl modules can be installed on my
virtual server on NT.

On Linux, I know this can be achieved with a "cat" file and when modules are
being installed, it's:

perl5 Makefile.PL `cat catfile`

Is there a way to do this on NT using PPM ?
