problem with apostrophe being returned as '

Hi:

I was entering phony data, during a testing phase, and had entered Bubba's
Farm, as the Organization. OpenSRS test environment accepts the apostrophe
as a valid character. However, when returning to register another domain,
and choosing the profile created with "Bubba's Farm" as the Organization,
the value returned is Bubba's Farm into the order form.

I think this is a bug. Has anyone else experienced this? If so, what is
the exact fix that won't break anything else (thought I'd ask first this
time, instead of experimenting :-)).
