bug in e-mail configuration system

When a reseller configures the e-mail to be sent to the user upon
completion of the domain name registration, various meta-characters are
translated to HTTP equivalents, but not decoded before saving .. or sending
to the user.

For example, if my message is:

        Thank you for registering with Junkie's Registry.

The user is sent mail with:

        Thank you for registering with Junkie's Registry.

This should be decoded by your CGI before storing in your database. Or at
least decoded prior to sending the mail.
