OpenSRS & Win2000

I was wondering if anyone has successfully set OpenSRS up on a Win2000
server?

I am trying to set up the CGI files to operate on a WIN2000 server. I have
successfully tested and run Verify_install.cgi and have built my pages. When
I try to
run the reg_system.cgi it returns a error of:

"HTTP 403.1 Forbidden: Execute Access Forbidden
Internet Information Services"

On Microsoft's support page it says that the error is caused when a GET
request is submitted to a Web server because:

"This error can occur when there is a period (.) in the name of the virtual
directory, for example:
http://www.mycompany.com/test.test"

I have searched everything for this error and cannot find anything out of
place, both with the script or with my folders or settings. I have made sure
all Executable are set correctly.

Has anyone else run into this problem and what did you do to fix it?
