Changing DNS server IPs

Am I correct is saying that when someone registers a domain the root
servers point to my DNS servers even though I have no records of the
domain on my system? Second what if I have to change my IP addresses on
the DNS servers? The root servers then still point to my old addresses.
What do you do about that?
