No e-mail sent when a registration is cancelled?

We've got two issues with e-mail:

1. If a domain registration is approved (either immediately or after
manual approval depending on the setting) the client receives an e-mail
confirming that the domain is registered. However, there is no
corresponding e-mail that a registration was cancelled or denied.

2. The e-mail that is sent for a domain registration is the same e-mail
used to confirm that a domain transfer has been _initiated_ !

The example provided on resellers.opensrs.net says "thank you .. your
changes will show up in whois on the next update". This mail is clearly
inappropriate for transfers, where it can take up to 5 days -- and may not
be approved at all!

We've gotten around this by using more informative messages sent from our
system, and by putting if/then logic into the mail generated by nn-r1-tor,
but it doesn't change the fact that these really should be two completely
different e-mail messages.
