If these IPs are allocated to you by an authority, you can dispute the use
of those nameservers. Since it's your customer, your best avenue (to
start) is talking to them directly....

However, if you've allocated those IPs to your customer, it gets tricky.
It all depends on who 'owns' those IPs currently.
