How to install Expat?

Hello,

I was trying to install XML-Parser-2.30, and I was told by the system that I
have to install Expat first. But when I installed Expat by typing
'./configure' using Telnet (according to the Readme file), it said
'Permission denied'. Then I 'su' to the root and did it again, it still said
'Permission denied'. Can anybody give me an idea what to do to install
Expat?
