Sudden?? problem with RACE and encoding? help?

this is probably something I'm doing wrong here, but I can't get to the
bottom of it.

For some obscure reason, I am now getting this as a result from trying to
encode a ML name. I'm using Simplified Chinese, and can't locate weather
this is a result of an Input Program error, or a result of an error in the
RACE/unicode thing.

Error: gb2312: Forbidden Char: 0097
