Not so. Here's what I ahve done
Moved to a 'clean' PC that is as bog standard as you can get with 98 running
on it. Installed NJStar the Asian language handler. No windows native Asian
language IMEs installed. As I say. Standard, clean installation.
Entered RACE.cgi
In the [Original Domain Name] field and entered "hanyu.com" with Encoding
set to Simplified Chinese.
Press encoding, and it all works, encoding the Characters as it should,
returning bq--3bwetc7n.com
fine - print it out.
[Back] to the input screen, and change the [Original Doman Name] to
'libai.com" (as in the famous Chinese poet Li Bai).
Press encoding, and ...... Error: gb2312: Forbidden Char: 0097
[Back] to the input screen, and change the [Original Domain Name] to
"huahua.com" (as in languagelanguage.com)
Press encoding, and it all works, returning bq--nreus.com
[Back] to the input screen, and change the [Original Doman Name] to
'beijing.com" (as in the city of, Beijing).
Press encoding, and ...... Error: gb2312: Forbidden Char: 0096

[Back] to the input screen, and change the [Original Domain Name] to
"yugan.com" (as in surnamegivenname or 'fish out of water'.com)
Press encoding, and it KIND of works, returning bq--3cohyxts.com Which is
actually "yu .... something?.com"
[Back] to the input screen, and change the [Original Doman Name] to
'shanghai.com" (as in the city of, Shanghai).
Press encoding, and ...... Error: gb2312: Forbidden Char: 008f
