Looks like http://nic.net.ua/ is the registrar, although they
have no WHOIS service.
This should work (from your unix shell):
dig NS <domainname> @ns.ua.net.
Also, FYI, it looks like you can only register .COM.UA and .NET.UA
domains, not 2nd level ones.
