Thanks for confirming this. If a bq-- domain works now, it was registered
improperly. If it doesn't work (resolve), it was registered properly. That's
the clarification I'd been looking for.
The real question is, will it make a difference in the future? What would
prevent these "improperly" registered domains from eventually being used as
mlds? How will the character set info contained in the registry info matter?
Will it be possible to convert a "bad" domain into a properly registered
mld? If so, then it would seem that all those domains which were registered
prior to the opening of mld service by Verisign were on to something, other
than just blocking the registration of the good names.
