The domain may well have been registered properly, but because BIND can't resolve Asian characters (yet), the only way of resolving
it is to use the bq-- (RACE) version of the name.

I know of no way of querying for the encoding type, which is I believe stored in the database along with other data. Maybe it's not
sotred in the whois database.
