A Big can of worms.
Consider all of the rsp's that maintain separate databases keeping track of renewal times and other billing that send out notices to customers that have unknowingly moved to another rsp. I can see this happening, and very frequently, and the results could be devastating for everyone involved.
I know of all the trouble with networksolutions sending out past due notices after the domains have moved to another registrar, I get several a week for domains that I have had with opensrs for months. BUT I know to disregard those notices and to not run scared with my credit card in hand to renew before I lose them. Unfortunately the majority of the domain owners in the world haven't a clue what to do and will panic.
What will happen when one unsavory rsp that knows of this issue and decides to mass mail all opensrs registered domain holders telling them they are about to lose their domain if they don't renew at Joe blows renewal site for $11 per year. We all know there will be one s.o.b. in the bunch that will do just that, then everyone can kiss that residual money goodbye. I myself am not in this for the fast buck, I'm expecting and counting on the long term, and to have the system like this doesn't look good for my business plan.
You can count my vote for something to have the domain owner verify they would like to move to another rsp. Maybe a note to say "our records indicate you registered your domain through so and so, continuing with this process will move your service from so and so over to Joe blow, if you agree with this then continue, if you don't then go back to so and so's site and do it from there." That is my two cents worth.

This issue though may put that in a new light. You are looking at a
Pandora's box or can of worms here.
Unsuspecting customers are going to get caught out. You will have
unintentional transfers, payments to one RSP but renewals charged to another
RSP, customers billed for more or less than they were expecting - I am sure
theare are more.
I would suggest that there should be a conscious tranfer from one RSP to
another RSP and not an automatic transfer if renewal is done from whatever
site.
