This would make it consistent with registrar transfers and make it more
user friendly... why? Now a registrant has to find out if they are
transferring from another RSP (that is using opensrs) or a different
registrar--one if free the other isn't. As RSP's, we have to explain this
to registrants... and they get confused. Going to a consistent "a
transfer adds one year to the registration" removes the confusion. And
please incorporate this into the current "transfer_domain" code so that
there is no difference in transferring between RSPs and registrars--have
use same confirmation process, etc.
