Undefined subroutine &main::ReadParse called

After having success with the verify_install.cgi script and all flags coming back as "OK" figured everything would be smooth sailing...

This is a stand alone server running Windows 2000 with Activestate Perl v. 5.6.0 build 623 and the opensrs-client-2.31.

In the first attempt of trying to run "reg_system.cgi" it would return no data and only a blank screen. Because of this all debug flags were reset to "1" in the OpenSRS.conf file. After having done so all cgi scripts get the following error

     Undefined subroutine &main::ReadParse called at register.cgi line XX.

This points back to the following line on all scripts:

     ReadParse(\%in);

Any ideas what would cause this subroutine error?
