POST - GET on reg_system.cgi

Hi all:

We are interfacing plugnpay into 2.31 version
Plugnpay POSTS all variables from Verify.html template through
its gateway and if the card approves it then POSTS it to
reg_system.pl

BUT it appears that the POST ends up as GET since I
see all value pairs in the browser URL when trying to do
action=register

Is there a good soul (Perl-Guru) who might know how to force POST
into the final action=register step??
