Web Cert Support for 2.3.1

I noticed that there are templates for the ordering of web certs but there is no form on the main menu to order them and when I try and put one like on code base V2.3.2 it does not work.

Can someone help...

Also I keep getting a "Access denied." message on the thankyou.html template after an order but the order goes through with no problems.
