bulk_order_ca question...

Why does the bulk_order_ca.html file NOT have a way to create a NEW profile?

Do people who decide to do a bulk order of .ca domains, HAVE to first register 1 to have a profile setup???
That is NUTS. What if someone just wakes up one morning, having never been on the internet, and decides
to register 10 different .ca names, for whatever reason?
