This isn't specifically an ICANN requirement. The registry allows up to
45 days past expiry for a registrar to get a refund on a domain if they do
not wish to renew it (i.e. delete the domain).

Since there's a 5 day window after a delete for a domain in this state, we
delete 5 days before that 45 day window just in case something occurs
(i.e. the domain was deleted and the owner wants it back; or perhaps
deleted, given back, and then re-deleted)
