Sounds like a question that might be well suited for the discuss-list. I
believe, likely Charles can confirm, that when a domain is dropped is more
driven by the deadline registrars have to get their registry fee refunded when
they issue a delete for a domain. Beyond the grace period, a domain can still
be deleted, but the registrar no longer gets their fee back. A registrar can
probably can define their own policy to release sooner, but this isn't really in
their or the registrant's interest.
