Approver Email Addresses for QuickSSL

I am testing the QuickSSL ordering system and whenever I enter a *.CO.JP
name, the approver address becomes staff@db.nic.ad.jp.

However, a *.JP name like TUCOWS.JP does get the correct approver address.

Is this a problem with the client's TPP routines or at Geotrust or somewhere
else?
