The GPL doesn't require you to release anything you write. I can rewrite
the OpenSRS code to my heart's delight, use it on my web site and not
share it with anybody as long as I don't try to give a binary based on
modified code away without the source. Perl tends to be sent around as
Perl so you'd have to go out of your way to violate the GPL.
Are you sure you're talking about real violations of the GPL? Have you
documented these violations and passed them onto OpenSRS and/or the FSF?
The FSF has a few people dedicated to helping people straighten out their
GPL violations.
