Can't modify nameservers

I'm trying to pass the tests and opensrs is telling me I can't modify
a domain's nameservers. here is the error:

  Registry error, domain's nameservers not updated [Domain status does
  not allow for operation].

The domain has been registered, the registration is complete. What's
the deal?
