Does this software have the functionality to allow clients to transfer their domain to me from my site?

Also... What is the functionality of the tpp_renew.cgi ...I am still getting errors when running this script. Software ver. is 2.78, Running on Debian Linux.

It seems to be looking for $RENEWALS and I would assume that this is part of the OpenSRS.conf file.... But I cannot locate this value.
