Just use register.cgi instead of reg_system.cgi.
As far as I can see the register.cgi is meant for admins while reg_system.cgi for customers.
I suppose you would have to adapt reg_system.cgi for your own requirtements while register.cgi works fine as it is.
Unfortunatelly OpenSRS` documentation is really poor :-(
