When a registrant transfers a domain no time is lost if the registration
has less than 9 years on it. Also a one year renewal is required to
preform a transfer. A transfer may include a renewal totaling less than 10
years of the renewal plus (+) current registration peroid on the domain.
These policies were put in place with RRP version 1.1.0 as of Jan 15, 2000
