That is the definition of price fixing. It doesn't matter what the size
of the group is. All that needs to happen is a group of
companies/businesses/retailers/et al get together and decide on a price.

Remember, I said in the United States. I don't know the laws of other
countries. Oil companies in the U.S. have been accused of price fixing
and have had to go to court for exactly what you are saying above.

OPEC does not agree on price. They agree to the amount of oil they will
produce, not the price to sell it for.
