Perhaps a more appropriate way to state it would be "It's an assumed and
understood risk of doing business", just as getting killed is an assumed and
understood risk of driving. When you go to a major league ballpark, it's
understood that you may get bonked in the head with an errant pop fly; you
release the ballpark from liability for it.
I think the point is that while it is certainly theft, to what lengths are
you going to go to recover $10? How far would you go to get back $500?
Obviously, it will differ depending on the specific situation.
So, the threshold is something you have to set for yourself. Anything under
that threshold, that you simply wouldn't pursue because it's more trouble
than it's worth, should be considered an assumed and understood risk of
doing business. Take the writeoff and get on with life.

I wonder... how many of those who say, this is the
"normal" cost of doing business, have been in this business
long enough, to claim this as being "the normal cost"?!!!
The "normal cost" is your rent, equipment cost,
OpenSRS fees, merchant cuts etc.... not getting ripped off!!!
This is a form of theft and it should be treated as such.
Ever heard of "innocent til proven guilty"? Right now,
the way this is set up, all RSPs are assumed guilty
until they prove in court that they are innocent to get
the domain they paid for and not got paid for. It should
be the other way around.
This statement is as rediculous as saying "getting killed
is the normal consequence of driving", so if you don't
like getting killed walk instead!!! This approach is wrong
and needs to be corrected.
