All ICANN accredited registrars are *required* to provide bulk access to
their customer database to anyone that wants to pay $10,000 a year.
However, I suspect you are a "victim" of whois database mining. We get a
lot of real junk mail via the U.S. Postal Service addressed to our
Internic/domain contacts as listed in NSI's whois. Unfortunately this is
quite normal.
