Yes - it's all real. ICANN does not control the root - that's a myth
who's time has come. There is an entire tld infrastructure available to
the internet community which is not currently carried by ICANN and those
root servers provide dns to some 600,000 people.
To take advantage of the service either your isp has to upgrade - or
alternatively you have to switch your dns settings. The difference
between the US internet (ICANN) and the ORSC or TINC is like watching TV
on an antenna or cable - but easier to switch over.
