My personal opinion on the whole domain holding thing is this:
It should be turned off on the day of the expiry, at 12:00UTC. It should
then be held for 1 month, inactive, to give them a chance to make payment.
(If it expired 02-Jun-00 it is released 02-Jul-00).
If the person wants to transfer it in the mean time, they can, no payment to
the previous registrar (Since no service was active, no invoice is due prior
to transfer)
To me, this is quite fair. I believe it is 100% the owner's responsiblity
to inform the registrar (And all other business contacts) of a change of
contact information. That being said, the 30 day grace period lets them
have a chance to pay the bill once it gets cut off, in situations where they
just didn't realize that it was over due, before someone else steals it out
from them.
