With technical difficulties at certified Registrars, how can someone be 100%
sure that their name is pre-registered and will not accidentally become
inactive on November 1st?

There should be a web tool at www.cira.ca to verify pre-registration.

Does anyone agree? Perhaps OpenSRS can ask CIRA about this...
