RE: 'Domain Description' field for .ca registrations

This is an optional field, carried over from the existing registry, where it
was required.

Here's the quote from the spec:

"rgpc_description VARCHAR2(2000) OPTIONAL
 Description of the registrant."

(I know it say's it's a description of the registrant; it is referring to
the field in question here)
